Minutes of the Meeting of Old Bolsover Town Council
Held at 6.45pm on Tuesday 11th November 2008 at the Town Hall,
Cotton Street, Bolsover, Chesterfield

84.Apologies for absence
None
Open Forum
No members of the public were present, no questions were asked.
85.Members’ Interests
Members were reminded by the Chair of the need to complete and keep up to date the Register in-keeping with the Town Clerk's letter, verbal instructions and the need for Members to register interests related to the formal requirement of the Standards Board ‘Code of Conduct’ document.
Members made a formal declaration of interest in respect of the items agended.
86.Confirmation of Minutes
The minutes of the meeting held in the open section, pages 58 to 67, held on 21st October 2008 be approved.
87.Matters Arising
Page 59 – Reference to the Cavendish Hotel
The Clerk reported that a visit to the premises had been schedule to take place on Wednesday 12th November 2008.
Further: It was agreed that as part of the Leader Funding Bid partners, especially English Heritage, pressure be put on the owners of the Public Houses to appropriately maintain their properties in-keeping with the encouragement of tourism.

ResolvedThat the matter be further discussed at the Special Budget Meeting, 1st December 2008.

The Clerk drew attention to the new plans on display in the Council Chamber.
Page 61 (3) Friends of Bolsover Parks
The Clerk advised that Cllr Stevenson DCC had informed the Council that the £20,000 funding bid application in support of a ball park at Shuttlewood Park had been successful.
Page 62 Book Launch of the Bolsover Castle, Town & Colliery
The Clerk informed members that a copy was now held in the Members’ Information Library.
88.Police Matters
No Police present.
ResolvedThe Clerk write to the Local Inspector if the Police fail to attend the next Council meeting.
89.Town Clerk’s Report
(1)“Leader” Funding Bid
The Clerk provided an up to date progress report commenting on the District Council signalling that the council’s ideas were appropriate and should form the basis of the funding application bid.
However Members expressed a strong view that a wide range of concerns needed to be addressed leading to a “vision for Bolsover” recognising how special Bolsover is! Overall it was agreed that the Partnership needed to “think big” developing a master plan which encouraged Bolsover as an alternative to the Peak District.
Resolved(1)The Clerk write to the CEO Bolsover District Council requesting a meeting with both the Leader and Deputy Leader (with Regeneration responsibilities) together with the Head of Regeneration to decide on the best way forward.
(2)The present Leader Funding ideas be proceeded with being developed in accordance with any outcome result from the above.
(2)Christmas Festival Celebrations
The Clerk advised that businesses had been invited to purchase Christmas Trees for display in holsters outside their premises facilitated by the council and that approximately 50% of those approached had agreed to participate.
In addition the Clerk advised that comments had been received about a number of issues giving raise to concern.
Resolved(1)The take up of Christmas Trees be noted and supported by the Clerk’s activities.
(2)The matters raised by concerned business owners be incorporated in the proposed “vision” (regeneration) discussions and acknowledged in the Leadership Funding bid.
(3)I.T. Room – Bainbridge Hall
The Clerk reported that the joint training sessions were now scheduled to take place early in the New Year.
In addition that the Christmas Open Day was to be held on Saturday 29th November 2008.
ResolvedThe report be noted.
(4)Oxcroft Lane Allotments
The Clerk advised that arrangements to plough and prepare the gardens were now in place and it was hoped that most waiting list applicants would be accommodated.
Cllr R Bowler and M Bowler declared a level 2 interest in this matter
Cllr M Reed declared a level 1 interest in this matter.
Resolved(1)The progress made be noted.
(2)The gardens be initially offered as soon as practicable on the new tenancy and charging basis, until 31st December 2009.
(5)Winter Working
The Clerk advised that members of the workforce were currently engaged on the cemetery extension and maintenance works.
ResolvedThe winter work programme be noted and approved.
(6)Incidents
The Clerk referred to the incidents occurring at Council sites during October 2008.

No meeting(s) have been held. Next meeting scheduled 25th November 2008.

No meeting held, next meeting January 2009.

The Clerk drew attention to the various circulars.
92.Correspondence Received
Cllr J Dixon declared a level 1 interest in this matter.
The Clerk referred to the items of correspondence received and drew attention to:-

ResolvedThe various Hall Committees be prompted to take advantage of the offer.

Councillor T Rodda, Chair, advised that as a member of the Planning Committee, Bolsover District Council, he intended not to comment on any planning applications.
